Instructions
Mix all ingredients in a bowl, except chipotle salsa and water. Form into 8 cakes and arrange in a circle in 1¾-Qt./1.75 L Casserole. Add salsa and water to Casserole, then stack and cook.
May be cooked separately, covered, on high power 5 minutes.
